Why does GNP include Government Spending as Wealth?

When economists talk about 'expanding the pie' they mean creation of wealth through innovation, creativity, cooperation and competition in the marketplace. When politicians talk about 'expanding the pie' they mean profligate spending of taxpayer created wealth through redistribution programs. One version creates and enriches, the other spends and impoverishes.
