The classic experiment in working Communism was conducted with the same results as every other time I've heard of it being done when 'The College Republicans at the University of California-Merced ask(ed) fellow students, who support raising taxes on the rich, if they would be willing to redistribute their GPAs. The unsurprising results—I merit my grades, why should someone who didn't work for theirs get mine? But someone else's money—well, the system's not fair, it's OK to take it from them and give it to someone else who is needy. Everyone loves a free-ride!!
An entitlement mentality will impoverish us all. How distinct this faux largesse to the older American tradition of charity and philanthropy—individuals earned their money and distributed it as they saw fit—museums, endowments, universities, foundations, charities, parks, monuments &c. Now it's done through forceful Government intervention to maintain a Nanny State in which most are endowed and few need to innovate and struggle. A recipe for failure.
